Safety Practices in Tunnelling Industry

Abstract
Underground
works in particular tunnelling carry significant safety and delivery risks
given the uncertain ground conditions and the limited and congested working
areas.
It is
therefore imperative that managers and supervisors overseeing tunnelling be
fully aware of the potential safety risks and be open to adopt tested practices
that will minimise safety incidents and importantly, save lives.
This
presentation looks holistically at the appropriate safety management system for
tunnelling and recommends a fundamental approach to safety that hinges on
building safety values, getting full senior management support and adopting
specific practices that will help change workers behaviour.
These
practices have been adopted in the cable tunnel projects and have proven to be
effective and appropriate.
Simple techniques like the use of ABSIS videos are presented to demonstrate how simple handphone cameras can be used to capture video clips on work processes and used at daily tool box briefings to bring about impactful learning and help achieve improvement in safety practices across the industry.
Speaker
Michael
has been in the construction industry for more than 40 years. He started his
career as a geotechnical engineer at the Public Works Dept in Singapore where
he spent years developing numerical models of soil behaviour for practical
applications.
He
authored papers on bored and driven pile analysis, excavation modelling and
slope stability.
He
moved on to pursue a career as a management and project consultant and has
successfully delivered mega projects like the Paragon commercial development,
the Resorts World at Sentosa and 40km cable tunnel project in Singapore. During
the many years spent in overseeing projects, he has implemented with the cable
tunnel team many useful and practical safety practices. He played a key role in
changing and entrenching safety values in all his projects and amongst his many
working colleagues.
He
has since retired from Singapore Power, his last appointment was the Chairman
of SPPG, the subsidiary that operates Singapore’s electrical grid network.
He is
currently serving as a board member of LTA and as technical adviser to the
Mandai redevelopment project and SP’s UGSS project at Labrador.
Time and Place
The presentation will take place electronically on Thursday, 19 August 2021 at 18:30 hrs. The presentation will take approximately 45 minutes, follow by 15 minutes of questions/discussion.
This is
the 228th in a series of presentations by TUCSS and is open to current
TUCSS Members only. Seats are on first-come-first-served basis and limited to
500 persons.
Registration
Members are to sign up for
the seminar via their TUCSS account on the TUCSS Website or TUCSS Mobile App. The
details on how to access the seminar will be sent to the members who has
successfully signed up for the seminar, at a date nearer to the seminar. The
deadline for registration is on Friday, 6 August 2021 or when total
registered participants reaches 500 whichever comes earlier.
